Nobody. The letter, nickname and goals are AES-256-GCM encrypted before they are stored, with the key kept outside the database. The admin console sees only the address, the date and the state. It is decrypted only to email you and when you open the link in that email.
It is retried automatically and stays readable online for 180 days. If it is not in spam either, contact the department with the address you used and staff can resend it (without seeing the content).
Up to 10 waiting per address, opening any day from tomorrow to 10 years out. Cancel from the link in the confirmation email or the sealed page — the letter is erased at once.
